Restrict size of a folder

Is there any way on a Windows 2000 server to restrict the size of a Folder? I am not asking about quota management because that will not work. I need to set a maximum size on a specific folder that is used by lots of lots of users.
 
There are a bunch of 3rd party quota apps that are designed to do this.
Do a google search for CheckQuota Pro, Quota Server, SpaceGuard SRM, to
name a few.
