Restoring XP after formatting hard drive

Can someone help? I formatted my hard drive(40G) and am
trying to reload my EMachines computer with their restore
CDs. After apparently successfully loading it tells me
to remove the disk and hit any key to reboot. Windows XP
Home comes up, then a light blue screen with logo in
upper right corner. This message: "Please wait while
Windows starts loading" followed by a single period, then
approx. every 4 seconds until there are 9 periods. After
this the system just sits and the drive light stops
flashing(accessing).
When I boot with the restore disks in, I get to command
mode: "A:\>" with blinking cursor. Is there a way to
get in to Windows from this point?

I am afraid this is a problem for eMachines support. The restore CD's are
custom made for the specific eMachine model. One thing that might be causing
a problem would be any non-original hardware or USB devices.
