Restores .PST, but email accounts are missing

I thought in the past when I did a complete PC reinstall and moved
my .PST over, all my email, contacts and email account settings were
there. I just did it in Outlook 2007, and my email account are gone.
Are those not in the .PST? We are they stored?

They've never been stored in the pst, but are stored in the registry
