Restore the address book search priority feature.

Outlook allowed an individual to list the search order of address books. A
personal address book could be created to allow the user to list names for
search. For example, the organization address book contains: Doe, John A;
Doe, John B; Doe, John C; etc. The personal address book could list Doe, John
C as John Doe, and typing John Doe in the address would send the email to
Doe, John C because the PAB was searched first. The address was therefore
unambiguous.

Nothing has changed here.
Outlook hasn't used a PAB for many years, and you can specify the search
order for the Outlook Address Book the same way in all versions of Outlook.
Clarify your suggestion.
