Restore Points..

Is there any way to access restore points from:
1) An externally booted OS, either the DVD, or another OS?
2) Safe mode command prompt?

My machine is "hanging" on boot..both regular and safe mode with networking.
It gets as far as the Build number on the lower right, the cursor is still
moveable, but the OS never finishes load. I just have a black screen with
the build number and cursor.


This has been the worst build for me.....I just started at Beta2 though..
