Are there any solutions out there to somehow disable WD from creating restore
points while keeping RTP On?

Turn off System Restore. It slows your computer down and eat resources. Think
how many times you have use it ? and really restored the files to the date
you wanted? It's not worth having it active. The new Windows OneCare, which
Defender is part, disables the System Restore as soon as it's installed.
 
No, there wasn't; I imagined you were capable of searching this forum for
"System Restore Points"! :(
