To turn-off System Restore:

Right-click on MY COMPUTER and select:
Properties > System Restore , make your settings
selections and click "apply". Reboot your computer.
Now go back and re-enable System Restore.

Stinger is a stand-alone utility used to detect and remove specific viruses:

You can turn it off from Control Panel > System > and then
re-boot and it will purge it's file. Then re-boot, turn it
back on.
You still have to deal the problem, it's a crap program,
that half works, half the time.

Do a real backup and get Erunt for your registry. It puts
a folder on your root dir with a installer.

Click Start.
Right-click My Computer, and then click Properties.
Click the System Restore tab.
Select "Turn off System Restore on all drives" check box.

This will clear all restore points. Restart Windows and delete the "System
Volume Information" folder in each drives

Defrag the drive now.

Add: I suggest that after rebooting, with it disabled, you take the
opportunity to clear out. Have Folder Options - View set to show Hidden
files, and *not* Hide Protected mode ones, look for the folder System
Volume INformation (on each drive if more than one, open it and delete
all the contents. These are old points that *ought* to have gone, but
if there has been trouble there may well be rubbish lying around and
fouling things up.

Also, when re-enabling, highlight each drive, take Settings and review
the space allowed. I think that a lot of the troubles arise because on
large drives it is by default allowed more space (12% of the drive) than
is good for it. Certainly keep it under 2GB, and I would keep it under
one (and use 500MB myself)
