Restore Down actually Maximizes

I have just encountered a problem with my Maximize button
Restoring Down and vice-versa.I installed the most recent
Service Pack and am operating on a Window 2000 platform.
I did archive the old information before installing the
service pack.
 
I fixed my own problem by right clicking on the IE bar in
the Quick Launch area and then clicking on Maximize.
Instead of restoring down it maximized the screen.
