Restart Problem

Windows XP no longer restarts my system the way it used to. When I try to
restart by way of the "Start" button on the system tray my screen turns gray
as soon as the "Turn off Computer" button is clicked. The computer then
goes into a state of suspense (although the mouse pointer does still moves).
Perhaps a system file got corrupted or, possibly, the system will eventually
shut down, but I don't care to wait and find out. In order to proceed I
must key-in "ctrl-alt-delete" to bring up the Task Manager and then use its
Shutdown feature. However, when I select "Restart" from the Shutdown menu,
the system goes through a full shutdown and an automatic re-boot. How can I
get back the original restart capability which did not need to shutdown and
re-boot the hardware and could simply be accessed from the Sart button?
