When I added another item to the quicklaunch toolbar it went to a two line
display. When I try to bring it back to one line, I can't do it. The double
arrow appears, but does not do anything.

The taskbar is not locked.

Note that if you have toolbars on the task bar on multiple lines, you won't
be able to reduce the task bar size to fewer than that number of lines. Put
all the toolbars on one line first.

I have tried deleting the quicklaunch bar and then makinig the taskbar one
line and then readding the quicklaunch bar. It goes back to two lines.

See if this helps:

What happens is that the end "margin" of the QuickLaunch toolbar has gotten
so far over to the right that it is now down below. Unlock the Taskbar and
then "grab" the dotted line on the bottom bar and drag it up to immediately
to the right of the QuickLaunch icons. Now you've successfully made the
QuickLaunch toolbar shorter and can "grab" the top bar of the Taskbar and
"push" it down to the regular one-tier height.
