resizing new window

new browser windows used to pop up full size or nearly full size. now they pop up as a very small square that I have to maximize every time. Where is the setting to change this back to the way it was?

Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.
