Resizing a pic for Click to Enlarge?

Hi-

I am looking for a software program that resizes a picture for "Click to
Enlarge." Not just for Web sites, but also for e-mailing, too. I would
like to put little thumbnails into an e-mail that can be clicked to enlarge.
I would like to put 5 thumbnails (more or less) into a template that looks
like a filmstrip, ect.
