resize background images with varying resolutions and windows

i have used an background image in a cell using FP 2003. i have resized to
the way i would like it before i inserted it.
however, if i look at it on a computer with lower resolution or on the same
computer in a smaller window, the right part of the image
is cropped. It doesn't resize the whole image in the cell. Is there a way
to accomplish this either with FP 2003 settings or by editing the source.
