resize a JPEG to fit on XP desktop

I have a JPEG that I wish to use on an XP desktop. The JPEG is
currently too wide.

Screen resolution is set to 1024*768. I have tried the 3 desktop
wallpaper settings as follows:

Tile or Image: image way too big for the screen
Stretch: The edges are cut off.

My PC has the standard MS Office 2003 suite. Are there any utilities I
can use to shrink the picture down to an appropriate size

Get Irfanview http://www.irfanview.com/ It's free, views *many*
different image file types, and has all sorts of useful image-related
tools, including resizing.
