resize a form

Hello! not sure what is going on but i want to resize a form in access 2007
like i used to in 2003 but i cant ! when i resize the back ground as (i did
in 2003) it just opens the same full screen! i have two buttons on form so it
looks poor! i have checked the autoresize button is enabled and tried it
disabled no joy i have also made both the min/max buttons available but they
dont show up on the form!!?!!?!
any ideas please

Click the round Office button in the upper left corner of the Access window
and select Access Options, then Current Database. Under Document Window
Options select Overlapping Windows instead of Tabbed Documents. You'll have
to close and re-open the current database before the change takes effect.
