Reserved Error (-7748), Sybase Table Links

When I try to add new Sybase Tables to a database (new or existing) I will
receive the error Reserved Error (-7748). If I have another user link the
Sybase Tables on their PC, then I can access the tables with Access, I can
also access previously linked Sybase tables without issue. The only problem
is when trying to add new links.
