Required Offline Folder???

I have a user that keeps on getting greeted with the following message after
he unlocks his screen. "Sorry You must configure an offline folder first."
What action would prompt Outlook to prompt you to create an offline folder?
Why would it ask this of someone who is not even using the program at the
time.
The version is Outlook 2000 on a Windows XP Pro computer running SP2.

right click on his folders and look at properties/syncronization, that
requires offline folders.
