req: graphic tool to convert to newspaper-style photos

Is there a simple tool to convert photo's to the newspaper style? I mean the
very small dots.
It's for making them look better after they are printed on a black and white
printer and then copied on an old copier.

I use an old version of Photoshop; convert to grayscale, then to a bitmap
and then use 'halftone screen', the images can be used for making Cyanotypes
or Photopolymer prints, knowing that something quite good can be produced,
even by someone whose never used the processes before.

I tried the same with the Gimp, but didn't succeed. I was hoping that
there's an easier way to do this.
