Report/Sub Report Issue

I want to combine the contents of two reports on the same pages. The
first report is normally only 1 page long. That is to say, that I want
to repeat the contents of the first report on every page of the second
report.
The first report consists consists of about 20 text boxes is and takes
up most of the left half of a page.
The second report is about 6-10 pages long.
I have tried to use the first report as the main report with the text
boxes in the page header to make it appear on all pages and the second
report as the sub report.
The problem comes when I try to make the sub report span into the page
header. I apparently have to keep it in the detail section in order to
print more than just the first page.

Is there a another approach?

I don't understand what you mean by "try to make the sub report span into
the page header"? Could you clarify?

Do you have multiple records in the main Report, or only one?
Do you have multiple records in the Report that is embedded in the Subreport
Control?
How, if at all, is the data in the main Report related to the data in the
Report embedded in the Subreport Control?

Yes ... it gets it's records from a different query and has multiple
pages of records in the detail section.
How, if at all, is the data in the main Report related to the data in the
Report embedded in the Subreport Control?
The main report is a graphical arrangement of text boxes that were
created from a different query ... but to say 'not at all' or at least
not directly would be basically correct.

To further clarify ... "try to make the sub report span into the page
header" ...
I had moved the text boxes of the 1st report into the page header in
order to force them to appear on each page. This made the page header
of the 1st report about half way down the page; leaving only the bottom
portion of the right side of the page available in the detail section.
