Is there a way to get around (extend) the maximum 22
inch "detail" length in any given report? If not, is it
possible to add a second "Detail" area to a report? Often
time I have seen the wizard put in "Summary" sections
after the "detail" section. Can this be done manually
while working in design view on a report?

You can try create a new lowest sorting and grouping level that is based on
your primary key. Create header and footer sections and make them up to 22
inches tall.
