Reply with Changes not appearing

1. I don't see the button for "Reply with changes". I have selected the
"add properties to attachment to allow Replay with Changes". What do I
do wrong.

2. If I get to see it, does it actually create a reply to the previous
email, including the "RE: ......" and the original mesaage text
included?

It works differently. I hope I can explain it correctly because it has been
some time that I used it ;-)

When you send a Word document with the tracking options enabled and you
receive that Word document back (revised) you'll get a prompt in Word with
the question if you would like to merge it with the original (still located
on your harddisk). This enables you to continue to work in the document
while someone else is revising it. When you receive it back you can accept
or reject the suggested changes in your already updated document.

Oh, I thought it would mean that when I review a document received with
"Please review, I could reply to that email with the reviewed and
amended document attached.....
