Replacing Data with data from previous record

I would like to take a null field and use the field data in the record before it to populate that field.
But if the field isn't null i want it to leave that field alone. The data is imported from a stock report.

I would like to repeat the 16251 in the null fields until i get to 16121 then use 16121 in the fields and so on and so forth.


Any help would be greatly appreciated.
