Repetative conditional formatting

I have created a budget and I want to use conditonal formatting for an 'if x
is greater than y, then x is red'. My dilema is in the fact that I have over
200 cells in which this would need to be applied. Is there any way to copy
that formula and apply it to each cell without individually formatting each
one?
 
When you copy/paste a cell you'll also get the conditional formatting
copied...
 
Easier is to select all the cells and apply it at one time. Enter the cell
as if you were only formatting the activecell; use relative referencing if
that part of the formula must vary by cell formatted and absolute
referencing where each formula should refer to the same fixed location.
