This may be of interest.. The following is copied from a google search:
---------------------------------------------------------------------------
I just read the following on a google site:
======================================
So, here I am, changing this monitor setting and that
monitor setting. I did the following to get to the point
prior to invoking the Help and Support center:

1) Right clicked a free space on my desktop.
2) Left clicked Properties.
3) Left clicked Settings.
4) Left clicked Advanced.
5) Left clicked Adapter.
6) Left clicked Properties.
7) Left clicked Troubleshoot.

All of a sudden Help and Support starts to come up and my
firewall software is asking if I want to allow the
Microsoft Help Center Hosting Server 5.1 access to the
internet. I told it yes and the Help and Support center
has been working fine since. At the time, the service
was not revoked within my firewall, nor was it listed.

You wouldn't think that working on your display settings
would help start Help and Support and not only did I get
that back, but I got all of my other help back as well
and without errors. The only thing I can think of is
that it was some combination possibly of two things: 1)
everything I tried above prior to Help and Support
working and clicking on Troubleshoot in step 7 above.

Hi Fonville,

I tried that one already, with no luck.

To reinstall help and support

Start > run and type: helpctr -regserver

To totally reinstall help and support, copy and paste the following
line in a Start > Run prompt:

rundll32.exe advpack.dll,LaunchINFSection
%systemroot%\inf\pchealth.inf

The program will ask for the Windows XP CD, alternatively, try to
point it to the Windows\System32\dllcache folder and the
Windows\ServicePackFiles\i386 folders.

Good luck

I'm having the exact same problem right now. Was there ever a resolution to
this issue?

Followed the procudure detailed.

You must have been very lucky.

Instead of Help & Support opening all I got was my original problem of
"Cannot display page".

Has a resolution been found to this problem?

Hey Papa G, here was my final post from another thread addressinng the same
problem, and I ended up with a fix. HOWEVER, PLEASE NOTE the comments of
Conrad just after my happy announcement of success..... As you will read, I
was not SURE what fixed it, but Conrad is confident he narrowed it down to y
suspicion of the IE Internet Cache....Either way it WAS fixed.

OK!!! It's FIXED!!!!!!!!!!!!

This one suggestion is a new one though::
"Related Topics" link does nothing
http://windowsxp.mvps.org/helpctrindex.htm
I never saw that one before, so I THINK that was the fix. However, I did a
NO-NO because I was performing another fix at the same time when I tried this
so I can't be sure. I had been trying to clear my Internet Cache and when I
went to confirm the files were being deleted I saw that many weren't and that
the directory structure itself was "behaving" strangely. So, I chose "Move
Folder" from my internet settings, assuming if there were some type of
corruption it wouldn't be copied with it.

So, between the two it was fixed. I assume it was your suggestion, again
found at:
http://windowsxp.mvps.org/helpctrindex.htm

CONRAD WRITES THEN:

Well roitodd you fixed it by moving the folder.
I have been through every possible solution from everywhere on the net and
nothing worked until I tried your NO-NO.

All I did to fix this really stupid MS problem was choose Move Folder under
the settings button on the general tab and literally moved it back over
itself.

That's what you did to get it to work and not Ramesh's link to article
811630 or registering that ocx file.
That particular suggestion will not work with XP Service pack 2 because that
file is older than the one SP2 installed.
There seems to be a number of other people with the same problem.
It also fixed my problem of not being able to save a picture off a web site
in anything else but an untitled bmp, even if the picture itself was a jpg.

THANK YOU roitodd!!!!!!!!
