Reorganizing Start/All Programs list

When I select Start/All Programs, the list of programs and folders fills my
screen. Is there an easy way to organize the list by creating some folders
to drop common programs into? I need to prune this sucker!!! Thanks.
 
Try this:

Right-click on the taskbar and go to Properties. Click the "Start Menu" tab
at the top. Click "Customize..." and then open the "Advanced" tab. In the
list of "Start menu items," scroll down until you're almost at the bottom and
select the "Scroll Programs" checkbox. Click OK; click OK again.
 
Right click start and select explore all users. Open the programs folder and
customize away. Then do it again, except select explore to arrange shortcuts
that apply only to your user account.
 
That's a neat trick, but it doesn't do what I want. I really need to find a
way to edit the list of programs so that I can group similar apps under a
common heading. Like XP already does under "Accessories". Any other ideas?
There's got to be a file were the "All Program" list is kept??
