They're certainly not undeletable but are you doing a system
restore by any chance? I think that a system restore
would--uh--restore the Windows/System32 folder, along with
many other things.

Sounds like the System File Checker (SFC) is automatically replacing the
files as they are listed as core OS files. Try these instructions to remove
the backups of the files first.

They will be protected by System File Protection. What you will need to
do is *first* delete from Windows\system32\dllcache; then from system32.
If you get a dialog saying 'a file has been deleted - please put in the
XP CD', cancel it, and don't put in the CD
