Is there a registry entry to remove and/or change a splash
picture after login.

Run a logon script interpreter such as Kixtart (http://kixtart.org , Kixtart is CareWare)
and you can do just about anything you want upon logging into a local PC or Domain.

That would depend entirely upon what the "splash picture" is and how it
is triggered.

It may only be the "non Active Desktop" background showing up. If so
turn OFF Active Desktop, change the background to None, Apply, OK and
then turn Active Desktop back on.
