Removing Downloaded Program Files

In IE Downloaded Program Files I notice some that are related to programs
that have been uninstalled from this computer. One of them was used from the
Symantec site to completely uninstall NAV.
Windows Cleanup does not offer to remove those files, but a right click
offers me "Remove" option. Is it safe to remove entries from this window?

If you mean C:\WINDOWS\Downloaded Program Files, yes. If it is something
that is needed it will be offered again when you visit a particular website
like Office Update or whatever.
