removing dirty uninstalls

I remember once downloading a free Microsoft utility that would enable you to unintall portions of Microsoft Office and the .NET framework that had been uinstalled, but had still left bits and pieces over that were causing problems. Does anyone know what the name of this utility is? In the time since I had it I have suffered a catastrophic hard drive failure and I had no backup for it.
