removing an avi file from recycle bin

I deleted an " avi " file to my recycle bin and when i empty it, it will not
delete the file and i get a message saying this file is being used by another
person or program, please close down all programs that might be using this
file. I dont know what to do, can any one help, i have tried removing in safe
mode and i cannot find the recycle bin in dos mode to try and remove hoe do i
find it? i have run norton antivirus and it des not see it as a virus. I am
stumped. Please ANYONE HELP!!!
