Remove Programs Menu from the Start Menu

I'm trying to keep people from opening explorer by right
mouse clicking on the Programs menu of the Start Menu. I
think the best way would be to remove the Programs menu
from the Start menu altogether, but I can't find a
registry key or dword that will do this. Does anyone have
any ideas?

You might want to post your question to the WIndows XP
support aliases, rather than the XP Security aliases.
