Remove Program Run As

My Sisters has this Dell computer, it Had a virus .
I Used the stinger program, for virus removal
Now all of her programs will not run unless i right
click on them and uncheck the "Unauthorized program
activity".Also: Everything in the control panel can not
run because I recieve This error"Cannot find Rundll32.exe"

For the second issue:

Open Windows Explorer and go to the Windows\System32\dllcache folder. Locate the copy of RUNDLL32.EXE there and copy it to the Windows\System32 folder.
