Remove Index.dat files

I have seen several articles that express the view that you can edit
Index.dat files by: 1. Create a new administrator account. 2. Log out of
your normal account and into the new account. 3. Navigate to the folders
containing the Index.dat files and delete them. 4. Since you are not logged
into those accounts, Windows is not using them and they can be deleted
normally. 5. The next time you log on, Windows will recreate them from a
default template, but minus the history of your previous Internet activity.
Is this sound advice, and if not, can any recommendations be made concerning
applications that might be used to edit Index.dat files? Thank you,
