Remove "IE provided by Roadrunner"

I used to use road runner for internet access and my
Internet Explorer and Outlook Express both say "provided
by roadrunner". I'd like to remove this and reinstall
the newest version of Internet explorer. I went to the
control panel, removed both the Internet explorer and
Outlook express. They no longer appear on the add/remove
programs page, however, both are still on my computer.
What am I doing wrong?

One more question. Once I get this done I'm going to set
up my Outlook Express. I currently use compuserve (cs
2000) for e-mail. What do I use for the incoming mail
(pop3) and outgoing mail(smtp)? Also, is it possible to
import my compuserve address book?
