Remove Google toolbar for all users

Somehow the Google toolbar keeps popping up for my account. How do I
remove, once and for all, this pesky toolbar for all users of my
machine? Do I need to log in to each user and remove the program?

I removed it from my system by going to the Control panel/ Add-remove
programs, option and selected Remove Google Toolbar.

If this does not help, does the Google help site not help?
