Removal of Child domain

I have a child domain of xyz.ourdomain.com. The child domain was setup with only one server as the domain controller, it is W2k SP4. I am sunsetting this domain as we have built a new web infrastructure.
My problem is that when I run DCPromo on this server and select that it is the last server for the xyz.ourdomain.com the removal fails with the error, "This server is not the last domain controller in the domain."
"The server is unwilling to process the request."

To my knowledge no other DC's for this domain have ever existed.
 
Use the ntdsutil and see if you find any references to another domain. Also
check your DNS.
