Remote Outlook 2003 client has delays and problems getting mail

I have a small company I do computer work for. They have an Exchange
2003 server with about 35 users at a local office.
There is one user who connects to the network through a VPN and uses
Outlook 2003 to connect to Exchange and get his mail.
His client is set in cache mode.
For some reason, he has started getting what I can only determine is a
sync problem. Sometimes he will get mail that was sent to him a day or
two earlier for the first time. Sometimes he will get some messages
from a given day but not others.
The server doesn't show any errors and the VPN connection doesn't drop.
The other user in the remote office does not have any problems like
this.

Any ideas on what this is or how to fix it?
 
Does Outlook indicate it is connected in the right bottom corner?
You might want to reset the cache by renaming the ost-file to .old.
Resynching could take a while if he is on a slow connection.
