Is it possible to access my home computer Windows Mail account from an
outside computer? Thanks in advance...

Windows Mail is a program, not an account.
If you have IMAP email accounts, then you can access them from anywhere.
If you have POP3 accounts, you can access them from other computers,
provided that the local email program is configured to leave downloaded
messages on the server. Sent messages won't be accessible from other
computers.

If you use a remote control program, like Remote Desktop, VNC, TeamViewer,
etc. then you can access your home computer from other computers.
