Reminders - Pop-up & Sounds

In Outlook 2003, Standard (Version 5.2.3790 Service Pack 1 Build 3790) is
there a way to force reminders to appear, AND STAY, on top of other open
programs until dismissed, snoozed, etc.? I have gone to Tools/Other
Tab/Advanced Options/Reminder Options/ and have checked "Display the
reminder" and "Play reminder sound." Still, reminders only appear in the
task bar and do not pop up when other programs are opened. According to the
"About Microsoft Office Outlook" no items are disabled. Any help with this
problem would be greatly appreciated.

In addition, the systems administrator has turned the sound off system wide
so I don't get audio reminders. However, I can get a "ping" in the audio
volume box in Microsoft RDP Audio Driver. Is there a way, using the "browse"
feature, to connect to this audio file? Thanks!

That is not an Outlook 2003 version, which should look like Microsoft Office
Outlook 2003 (11.xxxx.xxxx) SP-1 (xxxx represents your build of Outlook).

That having been said, you can set a rule to show a window that will pop up
in front of your open program. Look through your rules and alerts settings.
