Remapping Keys on the Keyboard???

How does one go about assigning different functions to a particular key on a
keyboard?

In particular I would like the "Alt Gr" key on the right hand side of the
keyboard to have the exact same function as the standard "Alt" key on the
left hand side.

Install a US keyboard. Instead of a country specific or International. Start - Control Panel - Regional Settings - Language - Details.

There is a great free program that easily does this. It is called remapkey.
Try searching some of the freeware/shareware sites for it. Or send me an
email, if you can't find it. You have to change at to @ in my email
address.
