Relocate attachments from email body to the header

I want to relocate attachments in my emails that are currently in the body of
my email. I have seen them in the header right below subjects from other
users. Can anyone give me directions how to relocate them there?

Stop using the rich text format for your messages. Use either plain
text or HTML formats.
