Reliability Monitor in Windows 7 Ultimate

Reliability Monitor has stopped working. There are no reports although
perfmon.exe is active. Sometimes and sometimes not the message "Stability
Index and chart have not been calculated, try later". I am having trouble
with unexpected mouse hangs when I am working in IE and sometimes when the
computer is idle. I discovered many events involved SWG. I disabled
GoogleToolbarNotifier.exe in msconfig and the computer seems to run "better"
but I still have problems with unexpected mouse hangs, etc. Any suggestions?
By the way, is there a specific Windows 7 discusssion group?
