reject a message from a specific sender?

Is it possible to automatically reject a message from a specifice-mail
sender's address and have Outlook send a reply that the message has not been
accepted?

You can drop the message by a Junk Mail Filter or a rule. Don't bounce the
message or you'll only add to the spam problem.
