Reinstalling with a new pst file.

How do I uninstall Outlook2003 and then reinstall it with a new pst file.
When I delet my old pst file, uninstall, and reinstall, rather than creating
a new data file, it says that it could not find the old one. I want to start
fresh with a new pst file. Thank you
