Reinstalling the MSJVM after the removal tool was used

I am attempting to reinstall the MS JVM after using the removal tool
1.0a from microsoft in windows 2003 sp3.

When I attempt to run the install for 3805 or 3809, I get the
following error:

"The Microsoft virtual machine you are attempting to install is a
protected system component and can only be updated with a later
release of the operating system or service pack."

Is there a way to install the MSJVM on this sytem? Perhaps by
disabling the protection to the vm or perhaps making sure everything
is 100% gone?

It is extremely important for this box to have the MSJVM on it.

I seem to recall explicit notes for this removal tool that once the tool is
ran to remove the MSJVM, that it can't be reinstalled. I believe you have
to use a previous image or reinstall the operating system.
