Looks like I will reinstall my XP Home Edit. It was an upgrade purchase
over my 98. Question is do I have to install the entire 98 system first, or
just any of it to start the XP install?

No, there is no need to install Windows 98.
Simply reboot to the Windows XP CD and follow the prompts for
installation.
A short time into the installation, you will be asked to insert
qualifying media.
Insert the Windows 98 CD at that time.
 
Bill, you can do a clean install of WinXP with an Upgrade Version as long
as you have the Win98 CD. Sometime during
the beginning of the Install it will ask you for the Win98 CD as proof
that you are doing a legitimate upgrade. If you need

You will have to have 98 on the PC if your XP install media is a factory
restore media, not true installation media.

It's possible to perform a clean installation using the WinXP
Upgrade CD, provided you have the true installation CD for the earlier OS.

Simply boot from the WinXP Upgrade CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. The Upgrade CD checks to see if a qualifying OS
is installed, and, if it finds none, it asks you to insert the
installation media (CD) of that OS. Unfortunately, an OEM
"Recovery/Restore" CD will not work for this purpose; you must have a
true installation CD, complete with the "\Win98" folder and *.cab files.
