Reinstall 2000 over itself...will this keep files?

I've got a PC that has a virus....probably. It disables norton and
makes things run slow and the startup process is like this sometimes it
boots and is OK sometimes it boots into windows and restarts on its own
right away right after login.

If I were to re install Windows 2000, will this keep all user files,
documents, pictures, etc?

Do you think this would help?

Yes all files and settings will be retained.
Do you think this would help?
