The Outlook rule "reply using" is set up so that it will reply only once to
any one email address.

I understand the purpose of this, but I need to set something up to reply
Every Time a specific email is received, and it will usually be received
from the same sender.

Is there a registry setting that controls this function?

Thx

Another option I have looked at is executing a batch file that sends an
email via a command line instruction, but the info regarding doing so with
Outlook or OE doesn't seem to actually work.

no. I used to use exlife from ornicusa.com to do this.
