Registry key

I have read that the default value for
HKEY_CURRENT_USER\Control Panel\Desktop\\MenuShowDelay
is 400ms. Currently, the value is 0ms. Using Regedit , I have changed the
value to 400ms and logged off to affect the change. But, when I log back on
I see that the value is reset to 0ms. I have observed the same when
restarting the machine. I can change the value of other keys, but not for
this one particular key, it seems.

Any ideas as to why I can not change this one value?

Are you clicking edit---modify---? What steps are you taking?

When using Regedit I have modified the value for
HKEY_CURRENT_USER\Control Panel\Desktop\\MenuShowDelay
in two ways:

1. I have double clicked on the key labeled MenuShowDelay which opens
window showing the properties and modified the entry for Value Data by
entering 400.

2. I have also selected Modify from the Edit menu as well as from the
right-click menu which presents the same form as descibed in 1..

I should also mention that I have tried to modify this same value using
registry editing programs like Registrar Lite and RegSeeker; all to no effect.

Yes. I have the following programs with that capability:

TweakUI for Windows XP
Registry Seeker
FreshUI
Xteq Systems X-Setup

Of these programs, only Registry Seeker affects the change specified for
the value of a key like MenuShowDelay without requiring you to logoff and log
back on. I've also noted that if you change the value of MenuShowDelay with
any one of these programs, the change is reflected in them all. It is
strange that the change made to this one key value does not appear to be
preserved through a restart.
I have even deleted the MenuShowDelay key value only to find it restored
after a restart with the value set to 0ms.
