Start > Run, type: regedit

Can't run the standard Regedit, for that reason I'm looking for another solution
to "turnoff" DisableRegistryTools.

Surely it would be better to ask the administrator/parents??? (the OP didn't
mention a virus, so there was no need to assume thats what caused the
restriction)

I gave you plenty of time to amend your first suggestion.
Why assume the OP is not a responsible person?
Who assumed a virus? I didn't. I gave a simple fix.

Can't run the standard Regedit because the "castrated" option of XP that
sys. admin. want to install on all workstations.

After seeing some of the stuff the MS ladies and gents have to put up with
